Rajasthan has recently announced its Renewable Energy Policy 2023, which aims to make 90 GW of renewable energy projects by the financial year (FY) 2029-30.
Solar projects will include 65 GW, wind and wind-solar hybrid 15 GW, hydropower, pumped storage projects, and battery energy storage system (BESS) projects 10 GW.
The renewable energy projects supplying power to entities other than DISCOMs will be charged with facilitation charges or must supply 7% of the power to DISCOMs at no cost.
The payment has to be done at a rate of ₹50,000 (~$600.52)/hectare per year for projects. This policy will be in effect for four years, to promote innovative technologies and approaches for the simultaneous generation of wind and solar. Rajasthan Renewable Energy Corporation (RREC) has been designated the nodal agency for four years of registering, approving, and implementing renewable energy projects.
The policy stipulates that developers have two options for ongoing payments: They can either make annual facilitation charge payments of ₹50,000 (~$600.52) per hectare for the entire duration of the project, or they can opt to supply 7% of the generated power to DISCOMs without any charge.
Developers may need to install additional capacity to meet this requirement. For solar projects commissioned after the policy’s commencement date, no facilitation charges will be required for selling power to DISCOMs directly or through traders. Additionally, captive power projects will also be exempt from facilitation charges.
