Haryana Government has reconstituted the State Technical Committee under the Chairmanship of Administrative Secretary, Electronics and Information Technology for coordination with various Government departments and organizations to achieve the objective set forth in Information Technology (IT) Policy.
The Committee would prepare annual State IT Plan for Statewide technology architecture plan with a provision of yearly review covering technology standards, guidelines, best practices related to various IT. These areas would be application development policy, application communication and integration policy, websites policy, Information Security Policy, e-mail policy, Internet Policy, data backup and archival policy. Data Centre Hosting Policy, WAN connectivity policy, IT Procurement and Disposal Policy and contract and outsourcing policy.
It would also identify common standalone IT applications related to accounting, HR, payroll, document management and MIS and workflow and their standardization across the State. Strategy for development, implementation and support of standard applications; support for the enterprises approach by making use of or adding to the State’s common technical services (IT applications and databases) and or shared technical infrastructure; minimization of overlap or duplication among department of technical services, infrastructures or applications.
It will also ensure compliance and compatibility with other Statewide and or national technology initiatives, evaluation of technology for identification of current de-facto standard technology, emerging technology and legacy technology for different IT application areas. The committee will meet as and when required.
Among the experts, the committee would have Director, Centre for Development of Advanced Computing (CDAC), Mohali, two experts of NIC, Haryana Unit, not below the rank of Senior Technical Director or Technical Director to be nominated by State Informatics Officer, National Informatics Centre, Haryana, two experts of HARTRON, not below the rank of General Manager or Assistant General Manager to be nominated by Managing Director, HARTRON, Head of Department, Computer Science, Punjab Engineering College, Chandigarh, Director, National Institute of Electronics and Information Technology (NIELIT) Centre, Chandigarh, Centre Head, Software Technology Parks of India (STPI), Mohali and Director, National Institute of Technical Teacher Training and Research, Chandigarh. Any other member may be co-opted by the Chairman or Chairperson.
Representatives of Finance and Administrative Reforms Departments, Director, Economic and Statistical Analysis and concerned Administrative Secretary or Head of Department to whom specific agenda relates would be special invitee. Joint or Special Secretary or Secretary, Electronics and Information Technology Department would be the Member Secretary.
