There will be bidding price exemptions for startups and central public sector enterprises (CPSEs).
GAIL (India) Limited, a state-owned natural gas Maharatna company, has officially announced an invitation for bids for a prestigious solar power installation project.
This project entails the detailed design, supply, installation, testing, and commissioning of a grid-tied rooftop solar photovoltaic (PV) system. The initiative also includes a comprehensive 5-year Annual Maintenance Contract (AMC) with a generation guarantee, specifically targeting the KG Basin area.
The contract is set to be executed over an eight-month period following the issuance of the Letter of Intent (LOI) or Letter of Acceptance (LOA). The inclusion of a 5-year AMC is scheduled to start after a 1-year warranty period following the commissioning of the systems at all designated sites.
To ensure the integrity and commitment of the bidding process, GAIL has specified a bid security or Earnest Money Deposit (EMD) of Rs.3,52,570.00. This measure aims to filter through to secure committed and capable bidders for this critical venture. There will be exemptions for startups and central public sector enterprises (CPSEs), who are required to submit declarations for bidding.
The submission deadline is set on the 29th of March, 2024, by 13:00 IST. This will be followed by the unveiling of the unpriced bids, scheduled for the 30th of March, 2024, at 13:30 IST.
GAIL employs a double bid system, also known as a 2 Bid Tender system, which involves two envelopes – one for Techno-commercial Documents and the second for Price. This is in contrast to a single envelope system used in single bid tenders.
