The Kerala State Electronics Development Corporation Ltd (KSEDC) has invited Expression of Interest (EoI) for the empanelment of agencies and engineering, procurement, and construction (EPC) contractors for the installation of grid-interactive hybrid solar rooftop power plant.
The hybrid rooftop solar plants will be installed at the agency’s different offices spread across the state of Karnataka on turnkey or EPC contract basis. Keltron will be carrying out the bidding process for empanelment of agencies to execute the project. The tender fee is Rs 590 ( Rs 500 plus GST) and will be payable online. There is no Earnest Money Deposit (EMD) with it. The estimated time period for the completion of the project at Karakulam is 30 days. The last date and time of online submission of bid document is third June at 6 pm.
No consortium bid will be eligible
It also stated the eligibility criteria for participating. The bidder must be a registered company/firm in India and no consortium bid will be eligible. Bids containing products from black-listed companies will not be eligible to participate in the tendering process. The bidder needs to have an office in Kerala and his branch will be operational for the past seven years. The bidder company must have executed hybrid plants in India, and if required, it will allow Keltron to test the product at site. It should also have minimum 15 service centres across Karnataka and details of service engineers with name and contact numbers has to be provided
KSEDC also said that the Original Equipment Manufacturer (OEM) must have installed hybrid inverter plants of cumulative 2.5 MW of capacity in any government organization during the last five years. It must also be a profit-making company for last three years and will need to have an annual turnover of minimum Rs 40 crore in the last three years ( 2016-17, 2017-18 and 2018-19).
The audited balance sheet for this period will have to be submitted. Manufacturers authorisation certificate (solar panel, hybrid inverter, battery) will also be required and work completion certificate for 2.5 MW hybrid grid-interactive solar power plant duly signed by the end-user is be required as well.
