According to a report by the Economic Times, NTPC Limited has been announced as the project management consultant for the development of around 300MW of solar power projects in Togo. The report added that the letter of engagement signed between the two will be the first time another country has asked for NTPC to help under the International Solar Alliance (ISA).
The report added that Togo has identified two plots of land of 70 and 500 acres in the regions of Dalwak and Savanes respectively. Both of them will generate 283 MW of power in combination. NTPC will select Solar Project Developers (SPDs) on a competitive basis for setting up projects on an ownership basis.
Power Purchase Agreements
According to the report, NTPC will also enter into Power Purchase Agreements (PPAs) with designated government entities. The report added that the scope of the project management consultant will be to make presentations to the concerned ministries and other stakeholders in ISA countries. These presentations will be for the structuring of projects, assistance to bring out policy and regulatory frameworks for the competitive procurement of solar power. It will also include management of the bidding process, structuring of the PPAs, roof and land leasing agreements.
The report added that Togo will not incur any charges for this project as a part of the agreement. NTPC will recover its costs through the bid winners. If NTPC thinks it is suitable, it may develop solar projects on its own by using its equity.
