Monday, August 19, 2013: ELCINA has been actively involved in establishing the first few electronics manufacturing clusters in India—two in north India and two in south India. The cluster initiative of ELCINA has now started taking shape and it is at an advanced stage of establishing the first cluster in NCR region at Bhiwadi, Rajasthan near Gurgaon.
The second cluster in NCR region was proposed in Greater Noida (GNIDA) for which ELCINA has been pursuing since long. Recently, ELCINA was invited by Greater Noida Authority and offered 100 acres of land in Eco-tech-6, at Greater Noida (6 km from Pari Chowk) vide its letter dated 31st March 2013, with a competitive price for this land. Principal Secretary IT & Electronics, Govt of UP Jiwesh Nandan and Rama raman, CEO, GNIDA held a meeting with key ELCINA members on July 20, 2013, and offered that ELCINA could develop this cluster on its own by taking possession of the entire land or alternatively, they could form a SPV with GNIDA. In this second option, they would develop the cluster for ELCINA and the latter would promote it jointly and apply for the Central government grant of Rs 500 millionavailable for greenfield clusters of upto 100 acres for developing common infrastructure.
In this situation, members of ELCINA chose to opt for the second option (see box) as the financial liability would be limited and GNIDA would be responsible for the basic development of the cluster. Payments would be made to GNIDA as per their schedule and it would allow upto 2-3 years for making the entire payment in installments. ELCINA will now offer this project at GNIDA to its members and their investments.
